California broadband project expands reliable internet to rural communities

When construction began on the Equal Access Summits to the Sea project, residents in Santa Cruz County saw a significant improvement in their internet connectivity. This initiative, which targets rural and mountainous areas with historically unreliable service, is funded through the California Public Utilities Commission’s (CPUC) California Advanced Services Fund Broadband Infrastructure Grant Account (CASF).

Two Cruzio customers, Carlisle Landel and Cap Pennell, have experienced firsthand how improved broadband changes daily life. Carlisle noted that having better internet access provided “another mode of access. A cheaper and faster mode of access than what we could have before.” He explained that many essential activities such as banking, paying bills, reading news, and keeping in touch with friends depend on reliable online connections. In his area, poor cell service makes internet-based calling vital: “Our cellular access here is actually very bad. So having voice over internet is a tremendous advantage,” said Carlisle.

Cap Pennell also described immediate benefits from the upgraded network: “I have improved internet access in my home, and it works very well,” he said. “No more glitching on videos or other signs of a slow internet.” For him and others who previously struggled with slow speeds and interruptions, the new infrastructure brings greater comfort and reliability.

The Equal Access Summits to the Sea network is one example of CASF’s work across California. The program provides grants for building broadband networks in underserved communities where private investment has not been feasible. These grants help cover major construction costs for projects like Cruzio’s, enabling connections for 759 households across four counties.

The goal of these efforts is to ensure all Californians can participate fully in modern life by closing gaps in digital access. Information about eligibility requirements and application procedures for CASF funding is available on the CPUC’s CASF Infrastructure Grant webpage.
