California Public Utilities Commission announces recent regulatory filings impacting state utility services

Each week, the California Public Utilities Commission (CPUC) releases updates on new filings and proceedings that may affect utility services across the state. The filings for the week of September 29 to October 3, 2025, include proposed decisions open for public comment as well as several new complaints and applications.

Among the notable items is a Proposed Decision in Proceeding A22-08-003, which recommends dismissing Pacific Gas and Electric Company’s application for approval of a Zonal Electrification Pilot Project at California State University Monterey Bay.

Several new applications have also been filed. Southern California Gas Company and San Diego Gas & Electric Company submitted an application (A25-09-014) seeking authority to revise their natural gas rates and implement storage proposals effective January 1, 2027. PacifiCorp filed an application (A25-09-016) to continue its energy efficiency programs, maintain a surcharge for public purpose programs, and secure bridge funding for program year 2027.

There are also multiple new complaints. For example, the California Solar & Storage Association has lodged a complaint (C25-08-021) against Pacific Gas and Electric Company and Southern California Edison Company alleging violations of Rule 21 and D.20-09-035. Other complaints address issues such as alleged billing errors, failure to provide reliable service, overbilling, or violations of CPUC rules by various utilities including Wave Energy LLC, Southern California Gas Company, Pacific Bell doing business as AT&T California, Frontier Communications companies, Pacific Gas and Electric Company, Southern California Edison Company, San Diego Gas & Electric Company, among others.

Additionally, Carey Limousine S.F. Inc. has appealed a $20,000 citation issued by the CPUC’s Consumer Protection and Enforcement Division in Proceeding K25-09-013.

The CPUC encourages members of the public to participate in these proceedings by submitting comments on proposed decisions via each proceeding’s Docket Card or subscribing to receive updates about specific cases through their subscription service.
