California Public Utilities Commission confirms no changes to state LifeLine despite FCC review

There has been recent public discussion about proposed changes to the federal Lifeline program, which is overseen by the Federal Communications Commission (FCC). These developments have led to questions about whether similar changes will affect the California LifeLine program.

According to the California Public Utilities Commission (CPUC), there are no changes to the California LifeLine program at this time. The CPUC clarified that California LifeLine and the federal Lifeline program are separate, though they work together to provide phone and broadband discounts for eligible households.

California LifeLine is administered by the CPUC, while the federal Lifeline program falls under FCC oversight. The FCC’s current rulemaking into potential changes for its own Lifeline program does not impact California LifeLine’s discounts or eligibility requirements. The total subsidy available for most eligible subscribers who enroll in both programs remains up to $28.25 per month—up to $19 from California LifeLine and up to $9.25 from federal Lifeline.

As of February 1, 2026, customers will need to complete two separate enrollment processes if they wish to receive both subsidies. Existing customers do not need to re-enroll immediately; they will keep their discounts until their annual renewal period begins, at which point they must renew separately for each program. New customers enrolling after February 1, 2026 must also enroll separately in each program.

The CPUC emphasized that this change only affects enrollment procedures and does not alter discount amounts or eligibility rules. “No. There are no changes to the California LifeLine benefit at this time. Discounts, eligibility rules, and program operations remain the same.”

Regarding concerns about whether enrolling twice would reduce benefits, the CPUC stated: “No. Eligible customers can still receive the full combined monthly subsidy of up to $28.25 by enrolling in both programs. The change affects enrollment steps, not discount amounts.”
