California Public Utilities Commission lists new filings impacting utility policies

Each week, new filings are introduced to both ongoing and new proceedings that influence utility services, communities, and consumers in California. These filings include Proposed Decisions, which are often open for public comment, as well as complaints and applications that could impact future policy and regulatory measures.

For Proposed Decisions listed, the public can submit written comments directly through the proceeding’s Docket Card. Additionally, anyone interested in following a particular proceeding can subscribe to updates by using the proceeding number through the California Public Utilities Commission (CPUC) Subscription Service.

Among the key Proposed Decisions this week:

– In Proceeding A23-03-002, a decision was proposed to deny in part Pacific Bell Telephone Company’s application to relinquish its eligible telecommunications carrier designation.
– Proceeding A24-01-001 features a proposed denial of compensation to Water Rate Advocates for transparency, equity, and sustainability.
– For Proceeding A24-08-013, there is a proposed dismissal of Pacific Gas and Electric Company’s application for a determination under Section 851 without prejudice.
– The CPUC is considering approval of an initial tranche of Energy Efficiency Market Transformation Initiatives under Proceeding A24-12-009.

New complaints and applications filed this week include:

– Horizon West Transmission, LLC has applied for a Certificate of Public Convenience and Necessity for the Ironwood Transmission Line Project (A25-09-008).
– The City of San Juan Capistrano submitted an application to construct a multi-use trail crossing beneath the SCRRA/Metrolink Orange Subdivision bridge at Trabuco Creek (A25-09-010).

Additional complaints involve allegations against utilities such as Pacific Gas and Electric Company, Southern California Edison Company, Frontier Communications entities, Southern California Gas Company, and San Diego Gas & Electric regarding issues like Rule 21 violations or billing errors.

There are also ongoing applications concerning revenue increases for water service by California-American Water Company (A22–07–001) and rate design modifications by Ducor Telephone Company (A23–10–008).
