California Public Utilities Commission offers language support for utility and telecom customers

The California Public Utilities Commission (CPUC) is providing free language support for residents with limited English proficiency who need help with telecommunications and energy services. The support is offered through two programs: Telecommunications Education and Assistance in Multiple-languages (TEAM) and Community Help and Awareness of Natural Gas and Electricity Services (CHANGES).

These programs work with community-based organizations across California to assist residents in their preferred language. The assistance includes helping people understand and resolve billing issues, access energy and telecommunication services, learn about consumer rights, and connect with payment assistance options.

The CPUC stated, “Through TEAM and CHANGES, CBOs assist local customers in their preferred language, helping them: Understand and resolve billing issues; Access energy and telecommunication services; Learn about consumer rights; Connect with payment assistance options.”

Examples of organizations providing this support include the Suscol Intertribal Council and the Asian Youth Center, which have helped local residents with both TEAM and CHANGES services.

The CPUC encourages anyone who needs help or knows someone who does to use these programs to ensure language is not a barrier to essential services.
