California Public Utilities Commission posts new regulatory filings for late October 2025

Each week, the California Public Utilities Commission (CPUC) publishes new filings that may affect utility services, communities, and consumers across the state. These filings include Proposed Decisions, complaints, and applications that can influence future policy and regulatory actions.

For the week of October 27-31, 2025, several proceedings were added or updated. Among the Proposed Decisions open for public comment is Proceeding A25-03-015, which addresses Pacific Gas and Electric Company’s revenue requirement to support the extended operation of Diablo Canyon Power Plant and proposes 2026 Volumetric Performance Fees. Another is Proceeding R20-08-022, an Order Instituting Rulemaking to investigate and design clean energy financing options for electricity and natural gas customers. Additionally, Proceeding R23-12-008 involves a decision adopting revised data gathering and reporting requirements for transportation electrification programs and provides clarification on programs adopted in decision 22-11-040.

New complaints and applications filed include Proceeding A25-10-013 by Macca Rentals LLC., seeking authority to operate as a scheduled Passenger Stage Corporation between San Ysidro and Sacramento with named intermediate points and to establish a zone of Rate Freedom. In Proceeding C25-10-014, Danilo Nesovic has filed a complaint against San Diego Gas and Electric Company alleging incorrect application of SDG&E Electric Tariff Rule 16 and Rule 19. Other recent filings involve billing error allegations against Southern California Edison Company (Proceeding C25-10-015) and Southern California Gas Company (Proceeding C25-10-016), as well as an appeal by White Diamond Limousine/Humberto Bringas Trejo from a citation issued by the CPUC Consumer Protection and Enforcement Division (Proceeding K25-10-012).

The CPUC encourages public participation in these proceedings. Comments on Proposed Decisions can be submitted via each proceeding’s Docket Card. Stakeholders can also subscribe to individual proceedings using their numbers to receive updates, rulings, and notices directly from the CPUC.
