Each week, the California Public Utilities Commission (CPUC) publishes new filings that may affect utility services and policies in the state. For the week of October 13-17, 2025, several proposed decisions and applications were added to ongoing proceedings.
Among the proposed decisions open for public comment is a joint application from Sprint Communications Company L.P. and T-Mobile USA, Inc. The companies are seeking approval for the transfer of control of Sprint Communications Company L.P., as required by California Public Utilities Code Section 854(a). Another filing involves California Resources Production Corporation’s request for a Certificate of Public Convenience and Necessity to operate as a gas corporation in California.
Other regulatory actions include an order instituting rulemaking to create a consistent framework for integrated distributed energy resources planning and evaluation. There is also a proposed decision on establishing an electrification pilot initiative aimed at mobile home parks. Additionally, there are proceedings focused on updating the California Universal Telephone Service (California LifeLine) Program and considering cost-effectiveness issues related to Distributed Energy Resource Programs.
New complaints and applications have also been filed. PacifiCorp has applied for authority under Public Utilities Code Section 851 to encumber certain water rights. Southern California Gas Company has submitted an application proposing a Woody Biomass Pilot Project.
Two consumer complaints against Pacific Bell d/b/a AT&T California were filed: one alleging billing errors, and another citing failure to provide account access and overbilling.
The CPUC encourages public participation through written comments on proposed decisions via each proceeding’s Docket Card. Interested parties can also subscribe to specific proceedings using their numbers to receive updates, rulings, and notices.
