California Public Utilities Commission posts new utility-related filings for late January 2026

Each week, the California Public Utilities Commission (CPUC) publishes new filings related to utility services and regulatory proceedings in the state. The latest update covers filings from January 26 to January 30, 2026.

A notable item is a Proposed Decision in Proceeding A24-05-008, which recommends closing the Risk Assessment and Mitigation Phase proceeding. This Proposed Decision is currently open for public comment, and members of the public can submit written comments directly through the proceeding’s Docket Card.

Several new complaints and applications were also filed during this period:

– In Proceeding A26-01-015, Golden State Water Company has applied for authorization to purchase the assets of Norwalk’s Artesia service area water system.
– Velocity Communications, Inc. filed two applications—A26-01-018 and A26-01-019—seeking rehearings of Resolutions T-17896 and T-17898.
– MAIN EXPRESS, LLC submitted an application (A26-01-020) for passenger stage authority to transport passengers and baggage on a county-to-county fare basis across multiple counties in California. The application also seeks approval to establish a Zone of Rate Freedom under state regulations.
– Several utilities including Southwest Gas Corporation, Alpine Natural Gas Operating Company No. 1, Bear Valley Electric Service, Liberty Utilities (CalPeco Electric), PacifiCorp, and West Coast Gas Company jointly filed Application A26-01-021 seeking approval for Energy Savings Assistance and California Alternate Rates for Energy Programs with bridge funding for Program Year 2027.

There were also consumer complaints:

– Justin Troutman filed a complaint (C26-01-014) against Pacific Gas and Electric Company alleging failure to set up a payment arrangement.
– Protector Brewery LLC filed a complaint (C26-01-016) against San Diego Gas and Electric Company over allegations of failure to provide reasonable and timely gas service.
– Tyler Gibson submitted a complaint (C26-01-017) against Southern California Edison Company regarding failure to explain charges.

The CPUC encourages public participation by allowing comments on Proposed Decisions via each proceeding’s Docket Card. Additionally, individuals can subscribe using a proceeding number to receive updates on rulings and notices.
