California Public Utilities Commission posts weekly update on new regulatory filings

Each week, the California Public Utilities Commission (CPUC) adds new filings to its ongoing and new proceedings, which affect utility services, communities, and consumers across the state. These filings include Proposed Decisions that are open for public comment, as well as new complaints and applications that could influence future policies and regulations.

For the week of January 19-23, 2026, several key filings were recorded:

In Proceeding R10-05-004, a Proposed Decision was filed on January 21, 2026. The summary states: “Proposed Decision denying petition for modification of Decision 11-09-015.”

Proceeding R19-10-005 saw a filing on January 23, 2026. According to the summary: “Proposed Decision adopting Electric Program Investment Charge Strategic Objectives.”

Another filing in Proceeding R19-09-009 occurred on January 23, 2026. The summary reads: “Proposed Decision granting compensation to small business utility advocates for substantial contribution to Decision (D.) D.21-07-011, D.21-12-004, D.24-11-004.”

On the same day, in Proceeding R22-03-016: “Order instituting rulemaking proceeding to consider amendments to general order 133,” was filed.

Proceeding I23-03-008 also had a significant filing on January 23, 2026. The summary notes: “Proposed Decision regarding the causes and contributors to the 2022–2023 gas price spike and adopting directions to reduce the likelihood or mitigate the impact of future gas price spikes.”

New complaints and applications were also submitted during this period:

In Proceeding A26-01-011 filed on January 16, 2026: “Application of Southern California Gas Company (U904G) for approval of its Energy Savings Assistance and California Alternate Rates for Energy Programs and Budgets for program years 2028–2033.”

Proceeding A26-01-012 was filed on January 21, 2026: “Application of the Port of Los Angeles (POLA) to construct a four-lane, rail-roadway grade separation in the City of Los Angeles, County of Los Angeles, on the Port of Los Angeles LAXT Loop on the Alameda Corridor Subdivision (Proposed CPUC Crossing No. 121AA–19.90–AC and Proposed U.S. DOT No. 929359Y).”

Additionally, in Proceeding C26–01–013 filed on January 5, 2026: “Grace Victoria Starr, complainant vs Pacific Gas and Electric Company (U39E), defendant. Charging allegations are failure to provide just and reasonable service, and violations of General Orders 95 and 128.”

The CPUC encourages public participation by allowing written comments directly through each proceeding’s Docket Card online system. Stakeholders can also subscribe using specific proceeding numbers to receive updates about rulings and notices.

These filings play an important role in shaping how utilities operate within California by setting regulatory precedents or introducing new projects such as infrastructure improvements or changes in energy assistance programs.
