Each week, the California Public Utilities Commission (CPUC) adds new filings to ongoing and new proceedings that affect utility services, communities, and consumers in California. These filings include Proposed Decisions, which are often open for public comment, as well as new complaints and applications that may influence future policy and regulatory actions.
For those interested in participating, the CPUC allows written comments on Proposed Decisions through each proceeding’s Docket Card. Individuals can also subscribe to the CPUC’s Subscription Service using a proceeding number to receive updates and notices.
Among the recent filings is a decision in Proceeding A21-060-21. Filed on January 7, 2026, this decision closes the proceeding after determining that Pacific Gas and Electric Company’s energization costs have been properly tracked in its Electric Capacity New Business Interim Memorandum Account within Rulemaking (R.) 24-01-018. The decision states: “This decision closes this proceeding, finding that submission of additional evidence of Pacific Gas and Electric Company’s (PG&E) energization costs to be tracked in its Electric Capacity New Business Interim Memorandum Account was achieved in Rulemaking (R.) 24-01-018 and that any unresolved Decision 24-07-008 issues can be appropriately addressed in R.24-01-018.”
In Proceeding A22-100-13, filed on January 8, 2026, a Proposed Decision grants a base rate increase in part while denying other requests and approves a 20% Zone of Rate Freedom (ZORF). The summary reads: “Proposed Decision granting in part and denying in part base rate increase and granting 20% ZORF.”
Several new applications were also filed:
– Suburban Water Systems has requested authority to raise water service rates by $19.97 million (19.41%) for 2027, $10.88 million (8.91%) for 2028, and $10.83 million (8.15%) for 2029.
– Southern California Edison Company seeks approval under Public Utilities Code Section 851 to grant public road and limited utilities easements to the City of Ontario.
– Pacific Gas and Electric Company submitted an application for approval of its income-qualified programs for the years 2028 through 2033.
Other notable filings include an application from 805 Links LLC for permission to operate scheduled passenger service between Ventura County cities and Los Angeles with flexible fare structures; Pro Cloud Saas LLC’s request for registration as a telephone corporation; a billing error complaint against Southern California Edison; an application regarding extended operation cost recovery at Diablo Canyon Power Plant; San Diego Gas & Electric Company’s filing related to its electric procurement revenue requirement forecasts; among others.
