California Public Utilities Commission posts weekly update on recent regulatory filings

Each week, new filings are added to ongoing and new proceedings that affect California’s utility services, communities, and consumers. These include Proposed Decisions, many of which are open for public comment, as well as new complaints or applications that may influence future policy and regulatory actions.

Proposed Decisions currently open for public comment include several matters. In Proceeding A24-10-006, a Proposed Decision grants a transfer of control subject to certain conditions. Another case, Proceeding A24-03-018, features a Proposed Decision granting compensation to the Alliance for Nuclear Responsibility for their substantial contribution to Decision 24-12-033.

In Proceeding A23-12-001, there is a Proposed Decision that partially approves Pacific Gas and Electric Company’s request for recovery of costs related to wildfire mitigation, vegetation management, catastrophic events, and other expenses. For Southern California Gas Company’s Distribution Integrity Management Program (Proceeding A25-08-008), an interim rate recovery has been proposed.

Other decisions include establishing a Standard Offer for Flexible Service Connection in Proceeding R24-01-018 and addressing modifications to an earlier decision in Proceeding R21-11-014.

Several new complaints and applications have also been filed during this period. Easton Telecom Services seeks registration for providing non-facilities based Digital Voice Fixed Interconnected VoIP services under Public Utilities Code Section 1013 (Proceeding A25-10-022). An application involving Margie C. Vitalie and Trevor V. Buchholz requests approval of the transfer by sale of operating authority in Passenger Stage Corporation Certificate No. PSC-10974 (Proceeding A25-11-012).

San Diego Gas & Electric Company has submitted two applications: one for approval of the Palomar Decarbonization Demonstration Project (A25-12-009) and another for its Smart Meter 2.0 Proposal (A25-12-012). Pacific Gas and Electric Company together with Standard Pacific Gas Line Incorporated seeks approval regarding the sale of gas transmission pipeline facilities along with related agreements (A25-12-014).

Southern California Edison Company is requesting approval under Public Utilities Code Section 851 to sell its North Coast property (A25-12-015). B2 Solutions is applying for registration as a telephone corporation (A25‑12‑016), while Altafiber Extended Territories California LLC seeks certification to provide local exchange and interexchange service in California (A25‑12‑017).

Southern California Gas Company has applied for authorization concerning revenue requirements tied to its Advanced Meter Infrastructure Replacement Project (A25‑12‑019). Ex Spa Holdings LLC and Exiant Communications LLC jointly seek approval related to the transfer of control over Exiant Communications LLC (A25‑12‑020). Zenith Energy Terminals Holdings LLC along with other parties have filed an application regarding the transfer of control over Zenith Energy West Coast Terminals LLC as well as requests involving public utility assets encumbrance (A25‑12‑021).

Recent complaints involve allegations such as unauthorized changes to terms or billing errors against various utilities including Comcast Phone of California LLC, Southern California Edison Company, Pacific Gas and Electric Company, and others.

Additional filings address appeals from citations issued by the Communications Division—California Broadband Cooperative Inc. challenges Citation No. CD–2025–11–009 while Alleswolke Wireless LLC appeals Citation No. CD–2025–11–001.

Reopened proceedings cover PacifiCorp’s energy cost adjustment clause application from August 1, 2022; its general rate increase request effective January 1, 2023; and ongoing rulemaking on mobile home park programs started April 26, 2018.

Members of the public can participate by submitting comments on any Proposed Decision via the CPUC Docket Card or subscribing to specific proceedings using their numbers in order to receive updates about rulings or notices.
