Each week, the California Public Utilities Commission (CPUC) adds new filings to ongoing and new proceedings that may affect utility services, communities, and consumers across the state. These filings include Proposed Decisions—many of which are open for public comment—as well as complaints and applications that could influence future regulatory policies.
For the week of November 24-28, 2025, several notable filings were recorded. Among them is a Proposed Decision in Proceeding A25-05-008, which involves approval of Southern California Edison Company’s 2026 Energy Resource Recovery Account-Related Revenue Requirement Forecast. Members of the public can submit written comments on this decision through its Docket Card.
New complaints and applications were also filed. Pacific Gas and Electric Company submitted an application (A25-11-006) seeking approval for its 2027 gas cost allocation and rate design proposals concerning its gas distribution, transmission, and storage system. CitySwitchTower, LLC filed for a certificate of public convenience and necessity under Public Utilities Code Section 1001 (A25-11-007). InflatableOffice, LLC applied for registration as a telephone corporation under Public Utilities Code Section 1013 (A25-11-009).
Two expedited complaint proceedings were initiated: Luis Enrique Landa Rodriguez filed a complaint against Pacific Bell d/b/a AT&T California and AT&T Mobility Wireless Operation Holdings d/b/a AT&T Mobility alleging violation of terms of service (C25-11-008). Andrew Velasquez, representing the estate of Andrew Velasquez, lodged a complaint against Southern California Edison Company alleging unlawful securitization and failure to disclose charges (C25-11-010).
Additionally, an Order Instituting Rulemaking was filed to update the California LifeLine Program (R25-11-005), reflecting ongoing efforts by CPUC to review telecommunications assistance programs for low-income residents.
The CPUC encourages public participation in these processes. As stated in their announcement: “If a Proposed Decision is listed, you can submit a written comment directly on the proceeding’s Docket Card. For any proceeding, you can also subscribe to the CPUC’s Subscription Service using the proceeding number to receive updates, rulings, and notices.”
