Modesto receives triple crown honors from GFOA for financial reporting and budgeting

The City of Modesto has received three awards from the Government Finance Officers Association (GFOA) for its financial management during the fiscal year ending June 30, 2024. The recognitions include the Certificate of Achievement for Excellence in Financial Reporting, which highlights transparency and full disclosure in the city’s Annual Comprehensive Financial Report.

Modesto was also honored with the Award for Outstanding Achievement in Popular Annual Financial Reporting (PAFR Award). This award recognizes that the city’s summary report is accessible and understandable to residents. Additionally, Modesto earned the Distinguished Budget Presentation Award, given to cities whose budget documents meet high standards as policy guides, financial plans, operations guides, and communication tools.

By receiving all three awards in one year, Modesto achieved what GFOA calls its Triple Crown designation. This marks the fifth consecutive year that Modesto has reached this milestone.

City officials credit these achievements to ongoing efforts by local leadership. “Responsible budgeting is at the center of effective leadership for Modesto,” said Mayor Sue Zwahlen. “I know our City Council is committed to making informed, and responsible decisions with taxpayer dollars.”

The awards reflect a broader approach to financial management that includes maintaining public infrastructure such as streets and parks while investing in affordable housing and economic development. City leaders state that these practices are intended to benefit both current residents and future generations.

To mark these achievements, a presentation will be held at the City Council meeting on December 9, 2025.
