Serafina Moreno honored as regional early care employee of the year

Serafina Moreno, who began her involvement with Modesto City Schools as a parent seeking support for her young child, has been named the 2025 Regional Early Care and Education Employee of the Year by the Stanislaus County Office of Education. The recognition highlights her commitment to supporting families in early education programs.

Moreno immigrated to the United States from Mexico and faced challenges such as adapting to a new education system and learning English. Her connection with Modesto City Schools started when she enrolled her son in Head Start at age three. Volunteering in his classroom led her to discover an interest in working with children.

“I found my purpose working with children,” Moreno said. “I really like when families are able to open up to what their needs are. I was there. You really have to have the heart for it.”

Encouraged by a family services specialist, Moreno applied for one of ten family services specialist positions when the program began in 2001. She initially worked at Pearson but has spent years supporting families at Franklin as well. Now, she divides her time between both campuses.

Sarah Cromwell, Eligibility, Recruitment, Selection, Enrollment and Attendance (ERSEA) and Support Services Coordinator for Modesto City Schools, described Moreno’s approach: “Serafina approaches her work with warmth, empathy, and a deep respect for each family’s unique culture and story. Her compassion and intentionality make her a cornerstone of our early education programs.”

Colleagues regard Moreno as a mentor and collaborator who provides individualized support through home visits and other outreach efforts.

“There’s always room for growth,” Moreno said about advice she would give others entering the field. “And always remember the people who helped you along the way.”

She credits mentors Donna Bush, Sarah Cromwell, and Dina Brambila for helping shape her career path.

“The most rewarding part of my job is simple,” she said. “I’m so happy at my work that it translates into my life. I’m doing something that makes me feel like I’m making a difference. It’s rewarding.”

The Stanislaus County Office of Education produced a video highlighting Moreno’s achievements.
